Jeremiah mentions the starvation going on in Jerusalem for those that were at least fortunate enough to not be taken away to Babylon.
(Charity: Of course, since books like Daniel and Ezra show the Jews settling fairly well in Babylon, I would easily say the “survivors” were definitely the ones missing out. Sure, it would be better to be back in Israel, but not when there is no Israel to be back in.)
