While Paul does mention the constraining love of Christ in the same chapter, he points out that it is because of the terror of the Lord that he persuades people.  Jesus Christ is a loving, forgiving God and King, but He is also the Righteous Judge, and He will do what He has to do when it’s time.  This applies to the lost being denied heaven and to the saved being denied rewards they failed to earn.  God does not want this, so He had Paul voice this admonition for us to live like we should and tell the world the Gospel.
